As a key technology leader at Optum, part of UnitedHealth Group, Nandhakumar Raju played an essential role in the development, modernization, and implementation of the Massachusetts Health Connector (MA-HIX). This platform is one of the most critical state-based health insurance exchanges in the U.S., providing healthcare access to over 2 million members. In line with the Affordable Care Act (ACA), MA-HIX has been instrumental in ensuring healthcare affordability and accessibility for Massachusetts residents, serving as a model for state-based health exchanges nationwide.

MA-HIX facilitates crucial functions, including eligibility checks, program determination, plan enrollments, renewals, life event processing, and automated notice generation. It integrates seamlessly with federal systems like the IRS, SSA, and DHS, as well as state-specific systems like Medicaid, ensuring accurate eligibility determinations and improving overall system efficiency.

One of Nandhakumar's most impactful contributions was leading the migration of MA-HIX to AWS cloud infrastructure, significantly enhancing the system's scalability and performance. This transition allowed the platform to handle peak periods, such as open enrollments while improving disaster recovery and reliability.

He also enhanced the platform’s accessibility by redesigning the user interface to be mobile-friendly and intuitive, making it easier for residents to compare health plans and complete enrollments. This focus on inclusivity catered to a wide range of demographics, including underserved populations. Adhering to strict HIPAA guidelines, he implemented multi-factor authentication and encryption to safeguard sensitive data.

Additionally, Nandhakumar introduced AI-driven analytics to optimize the enrollment process and boost user engagement. These analytics enabled predictive modeling, which improved resource allocation during peak periods and enhanced overall operational efficiency.
