Visionary Design Leadership: Transforming Hsinchu into a Global Cultural Landmark
Under the leadership of Dr. Shyang-Yuh Wang, Director of the Cultural Affairs Bureau and CEO of the Hsinchu City Cultural Foundation, Hsinchu has undergone a profound cultural renaissance. Managing an ecosystem of 140 professionals and 435 volunteers, Dr. Wang has redefined the Bureau from a local administrative body into a global contender in design excellence. This vision is evidenced by a historic 400% year-on-year budget growth for 2026—the largest in the city's history—signaling a paradigm shift toward large-scale, sustainable cultural investment.

In 2025, Dr. Wang’s strategic initiatives propelled Hsinchu City to the No. 1 national ranking for Culture and Education in the prestigious CommonWealth Magazine City Survey. By prioritizing high-quality programming, the Bureau shattered all records for public engagement. Annual attendance surpassed 2 million for the first time, while a single four-day flagship event attracted 365,000 participants, demonstrating elite-level logistical mastery and promotional reach.

Beyond domestic success, Dr. Wang has positioned Hsinchu as a beacon of international design. In a single year, the Bureau secured an unprecedented 32 International Awards Associate (IAA) honors—including Muse, Titan, French, and London Design Awards—and two 2026 iF Design Awards. Notably, Dr. Wang’s philosophy of "empowered creativity" led to a historic milestone: all seven divisions of the Bureau received international accolades, including the IAA awards, Good Design Award and A’Design Award, marking the Bureau as one of the most decorated government entities in the region.

A distinguished scholar, Dr. Wang bridges the gap between theoretical excellence and administrative practice. His background as a Professor and Department Chair, combined with his role as General Chair for IEEE and IET accredited conferences, brings a rigorous, data-driven approach to cultural policy. His expertise continues to influence the next generation as a lecturer in Arts Administration at National Tsing Hua University.

Guided by the principle that public benefit is the ultimate metric of success, Dr. Wang fosters a culture of inspiration. He has unlocked the creative potential of his staff, resulting in a golden era of governance that balances local heritage with global innovation.
